A Saúde Pública é o segmento de atuação da AESC que, além de atender à contrapartida como entidade filantrópica, traz no seu fazer diário as raízes da vocação em acolher que caracteriza a Congregação das Irmãs Missionárias de São Carlos Borromeo-Scalabrinianas, ajudando as pessoas a manterem viva a esperança e a fé. O ano de 2019 foi marcante nesse segmento, com a inauguração do pioneiro Centro de Atenção Psicossocial Álcool e Drogas – CAPS AD IV, a reinauguração das três unidades do CAPS III e o primeiro aniversário do Hospital Santa Ana, uma referência para outros hospitais em Porto Alegre. 6jk4l
Referência nacional
Em 29 de março, Porto Alegre inovou ao tornar-se a primeira cidade do Brasil a contar com um CAPS AD IV, a estrutura com o mais alto nível de complexidade para atender usuários de crack, álcool e outras drogas. Instalado no 4º Distrito da Capital, em uma cena aberta de uso, oferece 24 horas de assistência com 60 profissionais, entre médicos psiquiatras e clínicos, enfermeiros, técnicos de enfermagem, psicólogos, terapeutas ocupacionais, assistentes sociais e pedagogo. Nos oito primeiros meses, cerca de mil prontuários foram abertos. O trabalho é supervisionado e regulado pela Secretaria Municipal de Saúde, com seu projeto técnico alinhado com o Plano Municipal de Superação da Situação de Rua e do Plano Municipal de Saúde Mental de Porto Alegre.
Reinauguração dos CAPS III
No primeiro semestre, os três CAPS AD III geridos pela AESC foram reinaugurados. O CAPS AD Sul/Centro-Sul, que realiza atendimentos há 10 anos, está em novo endereço, na Av. Cavalhada 1930 (antes ficava localizado no Bairro Vila Nova). O CAPS AD III Partenon/Lomba do Pinheiro, na Rua Dona Firmina, 144, foi totalmente reformado e ampliou a quantidade de leitos de dez para 12. Já o CAPS IAPI migrou para a Avenida Pernambuco, 1.700, sendo denominado CAPS AD III Noroeste/Humaitá/Navegantes/Ilhas, em um espaço moderno e pensado coletivamente, por profissionais da saúde e usuários.
Visita do Ministério
No mês de junho, a coordenadora Nacional de Saúde Mental do Ministério da Saúde (MS), Maria Dilma Teodora, e o diretor do Departamento de Ações Programáticas e Estratégicas do MS, Márcio Henrique Garcia, visitaram os CAPS. A comitiva iniciou sua agenda nacional por Porto Alegre, pois identificou a cidade como referência nacional no tratamento público de saúde mental. A equipe visitou o CAPS AD IV Centro – Céu Aberto, o CAPS AD III da Av. Pernambuco e o Hospital Santa Ana.
Medalha Cidade de Porto Alegre
No dia 28 de março, véspera da inauguração do CAPS AD IV Centro Céu Aberto, a gestora da Saúde Mental da AESC, Arlete Fante, foi homenageada por sua carreira com a Medalha Cidade de Porto Alegre. O reconhecimento é voltado a personalidades e instituições ligadas as diversas áreas do conhecimento, como arte, istração, jornalismo, assistência social, cultura e educação, sendo considerada a mais alta honraria da cidade. Formada em filosofia, Arlete trabalha há anos com saúde mental e, atualmente, é reconhecida como importante parceira da istração Municipal no desafio de tornar Porto Alegre referência nesta área.
Hospital dos hospitais
No mês de agosto, o Hospital Santa Ana completou o primeiro ano desde a entrega inicial de leitos, consolidando-se como como “hospital dos hospitais” de Porto Alegre. A unidade presta retaguarda clínica para quatro instituições de alta complexidade que atendem o SUS – Hospital de Clínicas, Santa Casa, Hospital Conceição e Hospital São Lucas –, e oferece leitos de longa permanência para pacientes em processo de desospitalização e leitos de saúde mental para mulheres e adolescentes masculinos.
Em dezembro, o Santa Ana conquistou R$ 9,1 milhões anuais junto ao Ministério da Saúde que habilitou as unidades assistenciais específicas: Centro Especializado em Reabilitação Auditiva e Intelectual (CER II), as linhas de Cuidados Prolongados e Unidade de Tratamento Intensivo (UTI). O CER II atenderá pacientes com deficiência auditiva e intelectual, beneficiando especialmente crianças diagnosticadas com espectro autista, serviço pioneiro em Porto Alegre.
Hospital Santa Ana em números:
2.304 internações em enfermaria
265 internações em UTI
828 internações em psiquiatria
Todas as 3.397 internações têm origem em Unidades de Saúde Primária (UBS, Postos de Saúde e CAPS) e hospitais de média e alta complexidade, uma vez que o Santa Ana é 100% regulado pelo Município de Porto Alegre.
Emendas beneficiam hospitais no Litoral
No mês de outubro, foi oficializado o destino de R$ 127 milhões à saúde pública do Rio Grande do Sul através de emendas parlamentares. Entre os 154 hospitais beneficiados, além de outras instituições, estão o Hospital Santa Luzia, de Capão da Canoa, com o ree de R$ 1,6 milhão, e o Hospital Nossa Senhora dos Navegantes, de Torres, com R$ 900 mil. A AESC, através destas unidades, marca presença com esforços aplicados para manter a operação dos únicos hospitais das duas cidades, além de ser um importante empregador local. Os recursos irão viabilizar o custeio, adequações sanitárias e ampliação de atendimento, contribuindo para a assistência ao paciente do Sistema Único de Saúde.
